The results of a transnational programme, funded by the Erasmus+ Sport, titled GReFORM, were presented at the final high-level dissemination event on 8 December 2021 in Brussels to the EU institutions, representatives of national and regional authorities and academics.
The presentations drew on three years of work from 10 partners from seven EU Member States (Belgium, France, Greece, Italy, the Netherlands, Lithuania and Cyprus) that aimed to the development of an online learning portal that allows volunteer Board members of sport organisations – in their own time and at no cost – to follow a series of educational lectures explaining good governance at various levels. In line with the relevant European policies and co-funded programmes in the field of sport, the project aims to create an academic online platform providing informal education taking into account the limited time availability of volunteer Board members. The identification, collection and sharing of good practices in the field of good governance in sport and the publication of the relevant e-book is expected to be a useful tool for the sport organisations in implementing good governance principles.
Dr. Christos Anagnostopoulos, Associate Dean of the School of Business Administration at UCLan Cyprus, Assistant Professor in sport management and research coordinator of the programme, made the following statement after the completion of the high-level dissemination event:
“Good governance in sport organisations is one of the biggest challenges of modern sports. While in many cases there is willingness on the part of volunteer members to harmonize practices with the principles of good governance, the weakness in practical application lies in these often cloudy principles. As such, two actions are needed: First, argumentation about the effectiveness and the legitimacy of the rules; and second, that clarification of rules is given and specification of implementation obligations is explained. This programme offers just that; it builds capacity within the Boards of Directors of national sport federations so volunteer-board members therein overcome such challenges“.
Διαδικτυακή Εκπαίδευση στη Χρηστή Διακυβέρνηση των Εθελοντών-Μελών Αθλητικών Ομοσπονδιών
Ολοκληρώθηκε την Τετάρτη, 8 Δεκεμβρίου 2021, το τριετές Ευρωπαϊκό πρόγραμμα “Good Governance enhancement through e-Learning for Volunteer Board Members” (GReFORM), το οποίο είχε ως στόχο να αυξήσει τις ικανότητες και τις γνώσεις των εθελοντών-μελών στις εθνικές αθλητικές ομοσπονδίες, παρέχοντας ηλεκτρονική και επικαιροποιημένη εκπαίδευση για τη χρηστή διακυβέρνηση στον αθλητισμό.
Στο Πρόγραμμα συμμετέχουν 10 εταίροι από 7 κράτη μέλη της Ευρωπαϊκής Ένωσης (Βέλγιο, Γαλλία, Ελλάδα, Ιταλία, Ολλανδία, Λιθουανία και Κύπρο). Συντονιστής του προγράμματος ήταν ο Κυπριακός Οργανισμός Αθλητισμού (ΚΟΑ), ενώ το Κέντρο Επιχειρηματικότητας (CEDAR) της Σχολής Διοίκησης Επιχειρήσεων του Πανεπιστημίου UCLan Cyprus είχε πρωταγωνιστικό ρόλο στην εκπόνηση του προγράμματος με τέσσερις ακαδημαϊκούς.
Ο Δρ. Χρήστος Αναγνωστόπουλος, Αναπληρωτής Κοσμήτορας της Σχολής Διοίκησης Επιχειρήσεων του Πανεπιστημίου UCLan Cyprus, Επίκουρος Καθηγητής Διοίκησης Αθλητισμού και συντονιστής έρευνας του εν λόγω προγράμματος, προέβη στην ακόλουθη δήλωση μετά την ολοκλήρωση και της τελευταίας ημερίδας διάχυσης των αποτελεσμάτων:
«Η χρηστή διακυβέρνηση των αθλητικών οργανισμών αποτελεί μια από τις μεγαλύτερες προκλήσεις του σύγχρονου αθλητισμού. Ενώ σε πολλές περιπτώσεις υπάρχει μεγάλη διάθεση από τα μέλη-εθελοντές να εναρμονίσουν πρακτικές με τις αρχές χρηστής διακυβέρνσησης, η αδυναμία στην πρακτική εφαρμογή έγκειται στις συχνά νεφελώδεις αυτές αρχές. Το εν λόγω πρόγραμμα, λοιπόν, δύναται να προσφέρει τόσο την έγκυρη διευκρίνιση των κανόνων όσο και τον σαφή καθορισμό των υποχρεώσεων εφαρμογής τους. Με άλλα λόγια, το GReFORM αποσκοπεί στην οικοδόμηση ικανοτήτων (capacity-building) εντός των Διοικητικών Συμβουλίων των αθλητικών ομοσπονδιών ούτως ώστε τα μέλη των συμβουλίων αυτών να αντιμετωπίσουν τέτοιες προκλήσεις».
