On the 30th of March 2022, UCLan Cyprus organised a special ceremony to confer on the Hon Mr Justice Costas Clerides (Ret’d) an Honorary Doctorate awarded by the University of Central Lancashire by letter dated 13 August 2020 signed by Prof Graham Baldwin, Vice-Chancellor of UCLan UK. The Honorary Doctorate was awarded in recognition of outstanding achievements in Legal Sciences and the Justice Sector.
Mr Justice Costas Clerides was born in Nicosia in 1952 in the then British Crown Colony of Cyprus. After graduating from the Pancyprian Gymnasium in 1970, ten years after the establishment of the Republic of Cyprus, he served for two years in its National Guard. Thereafter, he studied Law in London and was Called to the Bar at Middle Temple. Upon his return from London to the Republic of Cyprus, he spent a decade in private practice in the law firm of Lefkos Clerides & Sons, which was established by his father, another distinguished lawyer, of a previous generation.
In a sign of his commitment to civic duty, the then Mr Clerides was elected to the committee of the Nicosia Bar Association, on which he served for a number of years. Moreover, he had a stint as General Secretary of the same Association and published articles on a range of legal and social issues. The then Mr Clerides first entered the Judiciary as a District Judge in 1988. In 1996, he was promoted to the role of Senior District Judge in 1996 and further promoted to District Court President in 1997. Among the other roles in which he served as a judge at first instance, was as the Secretary of the Cyprus Judges’ Association, Administrative President of the Larnaca-Famagusta District Court and Administrative President of the Nicosia-Kyrenia District Court.
His legal career reached its peak upon his appointment as a Justice of the Supreme Court of Cyprus in 2009 and as Attorney-General of the Republic and, as such, as Head of the Law Office of the Republic of Cyprus in 2013. He served as Attorney-General from 2013 until his retirement in 2020. Since 2015, he has been the President of Nearchos Clerides Cultural Foundation and as from September 2020 a Board Member of A. G. Leventis Foundation.
Particularly during his tenure as Attorney-General, Mr Justice Clerides visibly strove to uphold the rule of law, the proper administration of justice and the independence of his constitutional office. He did so in exceptionally difficult circumstances. During his term of office, he appeared before the Supreme Court in various legal proceedings of vital importance on behalf of the Republic or the President of the Republic and he represented Cyprus before the European Court of Human Rights in Strasbourg, the International Court (ICJ) in the Hague and before the ICSID Arbitration Court in Paris.
Over the course of the years and through his participation at various public events, Mr Costas Clerides gave us an opportunity to perceive and appreciate the extent of his valuable work as Attorney-General of the Republic, following on the tradition of eminent experts at the post. For these and other reasons, UCLan Cyprus and UCLan UK deemed it appropriate that the achievements of the Honourable Mr Justice Costas Clerides, be recognised through the award of the Honorary Doctorate. These and other reasons were set out in the Citation read out at the Ceremony, by Prof Stéphanie Laulhé Shaelou, Head of the School of Law of UCLan Cyprus.
Speakers at the honorary ceremony included the CEO and Chair of the Council of UCLan Cyprus, Mr Floros Voniatis, the Rector of UCLan Cyprus, Prof Panikkos Poutziouris and Prof Stéphanie Laulhé Shaelou, Head of the School of Law of UCLan Cyprus.
During his speech, the CEO and Chair of the Council of UCLan Cyprus, Mr Floros Voniatis, acknowledged the significant contribution that the Honourable Mr Justice Clerides has made to society both in Cyprus and Europe, to Justice and to higher education in the discipline of Law, including all the support he has provided to the UCLan Cyprus School of Law through knowledge transfer and public engagement in activities and events.
The Rector of UCLan Cyprus, Prof Panikkos Poutziouris specifically stated during his speech: “Today, during this symbolic ceremony, we officially confirm the University of Central Lancashire Honorary Doctorate Award to the Honourable Mr Justice Costas Clerides. We are certain this Honorary Doctorate will provide Mr Justice Costas Clerides the impetus so that he can continue to work and cooperate with academia across the field of education and professional training. It is imperative that we work together in order to nurture the next generation of lawyers and enhance the reform of the legal practice so that Justice is better served.”
During the award of the Honorary Doctorate, Mr Costas Clerides thanked the University of Central Lancashire both in Cyprus and the UK, including the Honourable Vice-Chancellor of UCLan UK Prof Graham Baldwin. In his speech on the topic of “Social Justice and the role of the Independent Institutions”, the Honourable Mr Justice Costas Clerides stated that:
“Talking about the need for independence of high constitutional institutions, I cannot but refer to my term of office as the Attorney General of the Republic. During this term which lasted from 2013 to 2020, the situations in which I had to stand up and fight in order to defend, preserve and upgrade the independence of this office, were unfortunately not rare. Apart from repelling any instances of attempted extraneous interventions, we tried to give the message that the functions of the Law Office of the Republic are carried out away from any party or other political considerations.”
To conclude the ceremony, the Head of the School of Law of UCLan Cyprus, Prof Stéphanie Laulhé Shaelou read out the Citation, inter alia setting out the reasons behind the Honorary Doctorate awarded. Referring to Mr Costas Clerides’s professional achievements from the beginning of his career to his term as Attorney General of the Republic, Prof Laulhé Shaelou stated:
“Indeed the high profile work Mr Clerides was involved in from September 2013 to July 2020 as Attorney General resulted in the elevated protection of shared values of the EU and the Member States (inter alia justice, transparency, democracy, the rule of law, equal treatment, the protection of fundamental rights, human dignity and integrity, as well as national identity) nationwide, the maintenance of sound relations between all branches of government in the name of public accountability, zero tolerance to corruption and impunity, while at the same time proceeding with internal reforms pathing the way for the modernisation of the Legal Services.”
The ceremony was attended by, among others, His Holiness the Bishop of Mesaoria, representative of his Beatitude Archbishop Chrysostomos B’, the Attorney General of the Republic of Cyprus Mr George Savvides, the Minister of Justice and Public Order Mrs Stefi Drakou, the Auditor General Mr Odysseas Michailides, the President of the ruling Democratic Rally (DISY) party Mr Averof Neofytou the former Judge of the Supreme Court and the Court of Justice of the European Union Mr George Arestis, and the Consul Mrs Athena Papageorgiou.

Επίτιμο διδακτορικό από το Πανεπιστήμιο UCLan Cyprus στον έντιμο τέως Γενικό Εισαγγελέα κ. Κώστα Κληρίδη.
Το Πανεπιστήμιο UCLanCyprus, με μεγάλη τιμή απένειμε στις 30 Μαρτίου 2022, Επίτιμο Διδακτορικό στον έντιμο τέως Γενικό Εισαγγελέα της Δημοκρατίας και πρώην Δικαστή του Ανώτατου Δικαστηρίου κ. Κώστα Κληρίδη, εις αναγνώριση της σημαντικής του συνεισφοράς στην κοινωνία, στην τριτοβάθμια εκπαίδευση και στη νομική επιστήμη.
Ως Γενικός Εισαγγελέας, ο κ. Κληρίδης προσπάθησε εμφανώς να υποστηρίξει το κράτος δικαίου, τη σωστή απονομή της δικαιοσύνης, την πάταξη της διαφθοράς και την ανεξαρτησία της συνταγματικής του εξουσίας.
Από το 2015 είναι Πρόεδρος του Πολιτιστικού Ιδρύματος Νέαρχος Κληρίδης και από τον Σεπτέμβριο του 2020 μέλος του Δ.Σ. του Ιδρύματος Α. Γ. Λεβέντη.
Επιπλέον, υποστήριξε έμπρακτα και ενεργά τη νομική εκπαίδευση στα πανεπιστήμια της Κυπριακής Δημοκρατίας.
Για αυτούς και για άλλους λόγους, το Πανεπιστήμιο UCLan Κύπρου και Ηνωμένου Βασιλείου έκρινε σκόπιμο όπως τα επιτεύγματα του έντιμου κ. Κώστα Κληρίδη, αναγνωριστούν μέσω της απονομής προς αυτόν του Επίτιμου Διδακτορικού.
Ομιλητές στην τιμητική εκδήλωση ήταν ο Διευθύνων Σύμβουλος και Πρόεδρος του Συμβουλίου του Πανεπιστημίου UCLanCyprus, κ. Φλώρος Βονιάτης, o Πρύτανης του Πανεπιστημίου UCLan Cyprus Καθηγητής Πανίκος Πουτζιουρής και η Κοσμήτορας της Νομικής Σχολής του πανεπιστημίου, Καθηγήτρια Stephanie Laulhe Shaelou.
Μεταξύ άλλων, o Διευθύνων Σύμβουλος του Πανεπιστημίου UCLanCyprus, κ. Φλώρος Βονιάτης, ευχαρίστησε τον αξιότιμο κ. Κώστα Κληρίδη για τη συνεχή υποστήριξη που παρείχε στη Νομική Σχολή του Πανεπιστημίου UCLan Cyprus καθώς και για τη προσφορά του στη Δικαιοσύνη και την τριτοβάθμια εκπαίδευση. Ο Πρύτανης του Πανεπιστημίου UCLan Cyprus Καθηγητής Πανίκος Πουτζιουρής κατά τη διάρκεια της ομιλίας του ανέφερε συγκεκριμένα: «Σήμερα, κατά τη διάρκεια αυτής της συμβολικής τελετής, επιβεβαιώνουμε επίσημα το Βραβείο Επίτιμου Διδάκτορα του Πανεπιστημίου του Central Lancashire στον αξιότιμο κ. Κώστα Κληρίδη. Είμαστε βέβαιοι ότι αυτό το Επίτιμο Διδακτορικό θα δώσει στον κ. Κώστα Κληρίδη την ώθηση ώστε να συνεχίσει να εργάζεται και να συνεργάζεται με την ακαδημαϊκή κοινότητα στον τομέα της εκπαίδευσης και της επαγγελματικής κατάρτισης. Είναι επιτακτική ανάγκη να εργαστούμε μαζί για να καλλιεργήσουμε την επόμενη γενιά δικηγόρων και νομικών, και να ενισχύσουμε τη μεταρρύθμιση της νομικής πρακτικής, ώστε η Δικαιοσύνη να αποδίδεται πιο αποτελεσματικά».
Κατά την απονομή του Επίτιμου Διδακτορικού ο αξιότιμος κ. Κώστας Κληρίδης ευχαρίστησε το Πανεπιστήμιο UCLan Κύπρου και Ηνωμένου Βασιλείου, συμπεριλαμβανομένου του αξιότιμου Αντιπρόεδρου του UCLanΗνωμένου Βασιλείου, Καθηγητή Graham Baldwin. Κατά τη διάρκεια της ομιλίας του με θέμα «Κοινωνική Δικαιοσύνη και ο ρόλος των Ανεξάρτητων Θεσμών», ο αξιότιμος κ. Κώστας Κληρίδης ανέφερε μεταξύ άλλων:
«Μιλώντας για την ανάγκη ανεξαρτησίας των υψηλών συνταγματικών θεσμών, δεν μπορώ να μην αναφερθώ στη θητεία μου ως Γενικός Εισαγγελέας της Δημοκρατίας. Κατά τη διάρκεια αυτής της θητείας που διήρκεσε από το 2013 – 2020, οι περιστάσεις στις οποίες χρειάστηκε να σηκωθώ και να αγωνιστώ για να υπερασπιστώ, να διατηρήσω και να αναβαθμίσω την ανεξαρτησία αυτού του γραφείου, δεν ήταν δυστυχώς σπάνιες. Πέρα από την απόκρουση οποιωνδήποτε περιπτώσεων απόπειρας εξωγενών επεμβάσεων, προσπαθήσαμε να δώσουμε το μήνυμα ότι οι λειτουργίες της Νομικής Υπηρεσίας της Δημοκρατίας εκτελούνται μακριά από κομματικές ή άλλες πολιτικές παραμέτρους.»
Κλείνοντας την τελετή, η Κοσμήτορας της Νομικής Σχολής του Πανεπιστημίου UCLan CyprusΚαθηγήτρια StephanieLaulheShaelou απότινε φόρο τιμής προς τον αξιότιμο κ. Κώστα Κληρίδη, αναφερόμενη στη επαγγελματική του σταδιοδρομία από την αρχή της καριέρας του έως τη θητεία του ως Γενικός Εισαγγελέας της Δημοκρατίας. Μεταξύ άλλων τόνισε:
«Πράγματι, το έργο στο οποίο συμμετείχε ο κ. Κληρίδης από τον Σεπτέμβριο του 2013 έως τον Ιούλιο του 2020 ως Γενικός Εισαγγελέας είχε ως αποτέλεσμα την αυξημένη προστασία των κοινών αξιών της ΕΕ και των κρατών μελών (μεταξύ άλλων δικαιοσύνη, διαφάνεια, δημοκρατία, κράτος δικαίου, ίση μεταχείριση, η προστασία των θεμελιωδών δικαιωμάτων, της ανθρώπινης αξιοπρέπειας και ακεραιότητας, καθώς και της εθνικής ταυτότητας) σε εθνικό επίπεδο, την διατήρηση υγιών σχέσεων μεταξύ όλων των κλάδων της κυβέρνησης στο όνομα της δημόσιας ευθύνης, την μηδενική ανοχή στη διαφθορά και στην ατιμωρησία, ενώ ταυτόχρονα προχώρησε σε εσωτερικές μεταρρυθμίσεις που ανοίγουν τον δρόμο για τον εκσυγχρονισμό της Νομικής Υπηρεσίας.»
Στην τελετή, μεταξύ άλλων, παρευρέθηκαν ο Θεοφιλέστατος Επίσκοπος Μεσαορίας κ. Γρηγόριος εκ μέρους του Αρχιεπισκόπου Χρυσόστομου Β’, ο Πρόεδρος του Δημοκρατικού Συναγερμού κος Αβέρωφ Νεοφύτου, ο Γενικός Εισαγγελέας της Κυπριακής Δημοκρατίας κος Γιώργος Σαββίδης, η Υπουργός Δικαιοσύνης και Δημόσιας Τάξης κα. Στέφη Δράκου, ο Γενικός Ελεγκτής κος Οδυσσέας Μιχαηλίδης, ο πρώην Δικαστής του Ανώτατου Δικαστηρίου και του Δικαστηρίου της Ευρωπαϊκής Ένωσης κος Γιώργος Αρέστης, και η Πρόξενος κα Αθηνά Παπαγεωργίου.
