Expert meeting of the project ‘Diversity of Enforcement titles in cross-border debt collection in the EU – EU-En4s’ took place in Cyprus

On Thursday, 23rd January, and Friday, 24th January 2020, the first expert meeting of the project ‘Diversity of Enforcement titles in cross-border debt collection in the EU – EU-En4s’ took place in Cyprus. The EU-En4s project is co-founded by the EU Justice Programme (2014-2020). The overarching aim is to promote judicial cooperation in civil matters and to contribute to the effective and coherent application and enforcement of EU instruments. Priority will be given to better enforcement of judicial decisions, in particular resulting from cross-border disputes.

At the expert meeting, academics and other professionals from ten EU Member States discussed the content of the questionnaire that will be analysed by all partners involved in the project in order to compare the national reports of each State, identify and analyse any differences and tackle identified problems, with a view to strengthening mutual trust.

The first day commenced with a welcoming address by the project coordinator, Prof. Vesna Rijavec, Faculty of Law, University of Maribor. Prof. Stéphanie Laulhé Shaelou, Head of School of Law, UCLan Cyprus, then gave a welcoming address on behalf of UCLan Cyprus and introduced all partners to ‘The Application of the Brussels Regulation in Cyprus across the Dividing Line’. This was followed by a short presentation on ‘The right of effective judicial protection as another victim of the financial crisis’, by Dr. Despina Christofi, Lecturer, School of Law, UCLan Cyprus. The rest of the day, experts discussed the content of the questionnaire and enjoyed a tour of the mixed village of Pyla led by Dr. Klearchos Kyriakides, Assistant Professor and Deputy Head, School of Law, UCLan Cyprus.

On the second day, all experts visited the Supreme Court of Cyprus, where a presentation of the judicial system of the Republic of Cyprus and ongoing legal reforms was given by legal officers of the Supreme Court, namely Natasa Papanicolaou and Marilia Hadjiprodromou. The history of the judiciary of the Republic of Cyprus and of the Constitution were then presented by Dr. Klearchos Kyriakides. The day continued with a working lunch at the Leventis Art Gallery, with presentations by members of the Cyprus Bar, advocates Achilleas Demetriades, George Z. Georgiou and Christos Konstantinou respectively, while the Honourable Judge George Arestis (ret’d), former judge of the Supreme Court of Cyprus and of the Court of Justice of the European Union, acted as a discussant. The main focus of the working lunch was for experts to get familiarised with and exchange views on current legal issues and challenges pertaining to the enforcement of foreign judgments in Cyprus. The day concluded with a private visit to the Cyprus and European collections of the Leventis Art Gallery.
